SENATOR PROPOSES FOUR-CHILD POLICY FOR THE PHILIPPINES

MANILA, Philippines (The Adobo Chronicles) – The recent announcement by China that it would soon abandon its controversial one-child policy in favor of allowing all couples to have two children has caught the attention of a Philippine senator.

China’s controversial one-child policy was introduced nationally in 1979 to slow the population growth rate, and is estimated to have prevented about 400 million births.

Though there were exceptions to the policy, most couples who violated it faced punishment, from fines and the loss of employment to forced abortions.

It said the decision was made because of China’s rapidly ageing population and to help support the economy.

In the Philippines, Senator Nancy Binay, daughter of the country’s vice president, is sponsoring a new bill that would put in place a mandatory four-child policy in the country.  No more, no less.

Binay says her proposal constitutes a middle ground between the country’s overpopulation and the need to boost economic productivity.

“While overpopulation is the root of poverty in our country, we also recognize that we need the manpower to fuel the economy, especially at a time when many international corporations are outsourcing their labor requirements,” Binay said.

The Philippines is fast becoming the center of  business process outsourcing (BPO) because Filipinos are hard-working and speak English very well compared to their counterparts in the rest of Asia.

“Four is the magic number,” says Binay, “because it limits families from having too many children  whom they can hardly feed or send to school.  On the other hand, families who could afford to have more than one or two kids, will be encouraged to have more as their contribution to strengthening and stabilizing our labor force.”

The Philippine Senate will soon be conducting public hearings to determine the appropriate punishment or penalties for families who have less than four children, or, more than four.

MANILA, Philippines (The Adobo Chronicles) – President NoyNoy Aquino today ordered the immediate release of P384 Million in unspent disaster donations following a damning report from the Commission on Audit (COA).

The Office of Civil Defense (OCD) has kept the donations stashed in its bank account instead of promptly distributing the money to finance the relief and rehabilitation of the victims of calamities and disasters, COA said.

In the 2014 report released recently, COA said the funds have been accumulating since 2008 because of its low utilization rate of only 17.39 percent.

Financial records showed only P81 million of P466 million was spent during the last six years, thus leaving an unutilized balance of P384 million.

State auditors said the biggest chunk of the money totaling P137 million was received by the OCD from various government agencies and other sources for victims of Super Typhoon Yolanda, which devastated the country in November 2013.

Angered by the report, Aquino said funds intended for disaster relief should never be held for a long time in the government’s treasury.  “We in government are mere custodians of the funds, not the beneficiaries,” he told reporters at press briefing in Malcañang.

“Therefore, I am ordering the OCD to surrender the unspent funds to the national treasury which, in turn, will immediately be released in the form of Christmas bonuses (13th month pay) to all elected and appointed government officials and employees who voted for  me and the Liberal Party (LP) in the 2010 presidential elections.”

“Those who switched political parties and are no longer registered under LP will forfeit their bonus,” Aquino added.

 

 

 

 

SEVERE SHORTAGE OF PLASTIC WRAP IN THE PHILIPPINES

imageMANILA, Philippines (The Adobo Chronicles) – Supermarkets and retailers in the Philippines are reporting a severe shortage of plastic wrap as a result of recent reports that  incoming and outgoing airline passengers at Manila’s Ninoy Aquino International Airport (NAIA) are being held and charged for alleged bullets found in their luggage.

Known as laglag bala (bullet drop) or tanim bala (planted bullet), the airport scheme involves passengers being questioned and detained by airport security for having bullets in their luggage.  It is widely believed that the bullets are “planted” by airport personnel as a way to extort money from unsuspecting passengers.

As a result, many passengers are taking the precaution of securing their luggage from the scheme by wrapping their bags with plastic wrap.  It has created an unusual demand for the plastic item.

Some passengers are taking no chances.  They’re not only wrapping their bags with plastic wrap. They are also wrapping themselves, just to be on the safe side.
