MANILA, Philippines (The Adobo Chronicles, Manila Bureau) – Philippine Congressmen have always had the reputation of being “do-nothings,” but their new initiative puts icing on the cake.

In an apparent admission that they have run out of ideas, the Congressmen launched a bill drafting contest, asking students to submit their ideas for new laws.

But they offer only P50,000 in prizes — according to Rappler —  compared to the salaries they receive for doing nothing.
