Existing codes require businesses to secure a permit before making any changes to existing buildings, including facades and signage.
Efforts by city building code enforcers to inspect the new construction failed twice because they were denied access to the building.

Many netizens in the Philippines told The Adobo Chronicles that it was only Friday night when the Twitter icon — the blue humming bird — was visible in their gadgets. Then that icon suddenly disappeared Saturday, replaced by a suspicious black “X.”
It wasn’t clear whether this was a glitch on the part of Twitter or a case of hacking by unscrupulous elements.
We have yet to hear from Twitter owner Elon Musk who has not returned our calls.
