Flying voters are those who register and vote in multiple precints during a given election.
The Philippine Daily Inquirer, reporting on the list of individuals who have so far filed their Certificates of Candidacy (COC) for the May 22, 2022 elections, has confirmed that incumbent Senator Risa Hontiveros filed two COCs, presumably to gain more votes for the position of Senator.

Having one’s name listed twice on the ballot certainly affords a candidate a 200% chance of being elected.
